I think you're confusing the Playstation Store, which is run by Sony and still active, with the game's online server, which was run by EA/Bioware and has been shut down. That said, the best way to get the extra content is to buy the Ultimate Edition; it usually goes for about $15 on Amazon.

Any DLC in that folder will be displayed in Aurora, even if it's not for the right game. Make sure the Title ID is the same for the game you're running and the DLC. Make sure you're using the latest TU. I'm not sure how you get Rock Band 2 songs to work with Rock Band 3, they might work just by putting them in the right folder.
On the account that has the DLC that you want to use on your console, you can follow these steps: Press the Xbox button to open the guide. Select System > Settings > General > Personalization, and then select My home Xbox. Select Make this my home Xbox to designate the console as your home Xbox. For anyone on Xbox: if you can get hands on a 360 copy of OG (and a 360) you just need to open your account and play the game for like an hour or less, and then next time you open 2014, it offers you the import pack (i bought the og game disc for like $7 bucks and the import for another $7)
If you have it on your current console already, it will still work, but the licenses for it do not transfer if you have to or want to switch Xboxs or upgrade to a new one. Off the top of my head, the only Xbox game that you can still get DLC for is Halo 2, but that's only because there was an installable retail disc that is compatible with the 360.
